For developers, the Marina Arts District has its own set of attractions. In traffic-clogged Los Angeles, city policies tend to limit growth and large developments, and parcels are typically small. But the Marina Art District’s large industrial lots and pro-growth zoning policies give developers a measure of freedom they don’t have in neighboring areas.
“It makes it easier for a developer to put an imprint on a neighborhood,” said Ken Kahan, the chief executive of California Landmark Development, a Los Angeles-based developer of urban housing that is completing its fourth project in the Marina Arts District.
